The Office of Minister of state
கருவியும் காலமும் செய்கையும் செய்யும்
அருவினையும் மாண்டது அமைச்சு.

செயலுக்கு உரிய கருவியும், ஏற்றக் காலமும், செய்யும் வகையும் செய்யப்படும் அறியச் செயலும் சிறப்படையச் செய்ய வல்லவன் அமைச்சன்.
ஒரு செயலைச் செய்யத் தேவையான பொருள்கள், செய்வதற்கு ஏற்ற காலம், செய்யும் முறை, செய்யும் செயல் ஆகிய அனைத்திலும் நன்மை விளையும்படி எண்ணுபவரே அமைச்சர்.
உரிய கருவி, உற்ற காலம், ஆற்றும் வகை, ஆற்றிடும் பணி ஆகியவற்றை ஆய்ந்தறிந்த செயல்படுபவனே சிறந்த அமைச்சன்
